Who pays what
Fees are allocated by role. Project developers bear the full cost of project registration, compliance, and credit issuance. Buyers pay only on trades.
Project Developer
Responsible for all project lifecycle costs - registration, annual maintenance, issuance, dMRV, VVB facilitation, carbon ratings, amendment and renewal fees, and any withdrawal penalties.
Credit Buyer
Pays only the transaction fee on each trade or credit transfer. No annual fees, no registration costs, no issuance charges. Retirement of credits for offset claims is fee-free.
Service Providers (VVB / dMRV / Ratings)
VVBs, dMRV platforms, and carbon ratings agencies are paid by the project developer directly or through Teravent facilitation. Teravent charges a coordination or facilitation fee per engagement.
Project Developer
Developer Fee Schedule
All fees payable by the project proponent from registration through to credit issuance and ongoing registry maintenance. Fees are tiered by annual verified credit volume. The issuance fee is a flat rate per credit across all tiers.
Tier is determined by the project's expected annual issuance volume declared at registration. If actual issuance exceeds the declared tier, the project moves to the higher tier from the next annual maintenance period. The issuance fee of $2.00/tCO₂e is consistent across all tiers. Fees are denominated in USD and are exclusive of applicable taxes. Tiers: Seed (<1,000 tCO₂e/yr) · Mid-Scale (1,001–5,000 tCO₂e/yr) · Large-Scale (>5,000 tCO₂e/yr).

Standard-specific registration supplement
Technology-based (TTS) and Hybrid (THS) projects carry an additional registration supplement due to the technical complexity of LCA reviews, storage integrity plan assessment, and dMRV validation. This is a one-time supplement added to the base tier registration fee above.

Issuance fee - volume bands
The issuance fee is a flat rate of $2.00 per tCO₂e applied uniformly across all tiers and all standards. Fees are charged per tCO₂e of net credits issued - after leakage, uncertainty, and buffer pool deductions. A per-event minimum applies.

Service Providers
dMRV, VVB & Ratings Fees
Service fees are charged to the project developer. Teravent coordinates VVB engagement, dMRV platform access, and carbon ratings on behalf of developers, charging a facilitation or platform fee.
VVB direct fees (the cost of the actual validation/verification audit) are separately agreed between the project developer and the accredited VVB, and are not set by Teravent. Teravent charges only a facilitation coordination fee for managing the accreditation matching and paperwork process.

dMRV waiver: Projects on the Seed tier with annual issuance below 500 tCO₂e may apply for a dMRV fee waiver in the first 24 months of operation, subject to TSA approval and demonstration that conventional field sampling meets Module 3 uncertainty requirements without dMRV tools.
Withdrawal & Penalties
Early Withdrawal Fee Schedule
A project developer who withdraws a registered project before the end of the approved crediting period is subject to a withdrawal fee. The fee is deliberately significant to protect the integrity of the registry and the interests of credit holders.
Withdrawal fees are substantial. They exist to compensate the registry and buffer pool for the administrative burden of early withdrawal, to deter strategic withdrawal, and to protect buyers who hold credits from projects that subsequently withdraw. Fees are charged regardless of the reason for withdrawal unless force majeure is formally declared and accepted by the TSA.
Project Withdrawal Fee
Charged to the project developer upon voluntary withdrawal or abandonment. The withdrawal fee is set at double the applicable registration fee for the project's tier.
Seed Tier withdrawal

Mid-Scale Tier withdrawal

Involuntary withdrawal due to force majeure (extreme weather event, natural disaster, sovereign government action) may qualify for a reduced withdrawal fee at TSA discretion. A formal force majeure declaration must be submitted within 60 days of the triggering event.

Tax exclusion. All fees listed are exclusive of applicable GST, VAT, or other taxes. Tax will be applied in addition to the stated fee amount at the prevailing rate in the applicable jurisdiction.

Fee revision. Teravent reserves the right to revise the fee schedule per Clause 10.2 of the Registry Agreement. Revised fees take effect for new applications and renewals from the effective date. Existing crediting periods are subject to the fee schedule at time of registration until the next renewal.

Currency. All fees are denominated in USD. Payment in other currencies is accepted at the prevailing exchange rate on the date of invoice.

Payment terms. Invoices are due within 30 days of issue. Late payment incurs a 1.5% per month surcharge on the outstanding balance. Registry services are suspended if payment is overdue by more than 60 days.

Tier assessment. Tier is set at registration based on declared expected annual issuance (Seed <1,000 · Mid-Scale 1,001–5,000 · Large-Scale >5,000 tCO₂e). Teravent may re-assess tier at any annual review if actual issuance materially differs. Tier upgrades are automatic; tier downgrades require formal application.

Non-refundability. Registration, maintenance, amendment, and facilitation fees are non-refundable once services have been commenced, except where Teravent is at fault. Issuance fees are charged only on verified, issued credits.

Volume negotiation. Large-Scale tier projects issuing >100,000 tCO₂e annually or buyers with >$1,000,000 gross annual trade volume may apply for a negotiated dMRV or facilitation rate. Negotiated rates require a signed Teravent Volume Agreement. The issuance fee of $2.00/tCO₂e is non-negotiable.

Bundled projects. Grouped projects (TNS v1.0 Section 6.4 - portfolios under 200 ha) sharing a single registration pay one registration fee and one annual maintenance fee for the group. The issuance fee of $2.00/tCO₂e applies to all net credits issued across all members in the group.
